This biographical text with sermon reprints by Martin Niemöller's brother Wilhelm, dedicated to Martin on his 75th birthday (January 14, 1967). The discussion of the Stuttgart Declaration of Guilt includes the following statement, related to the famous quotation (see p. 61):
'"Ich bin schuldig, weil ich 1933 noch Hitler gewählt habe, weil ich geschwiegen habe, als man gleich in der ersten Zeit Scharen von aktiven Kommunisten ohne Prozeß einsprrrte; ja, auch im KZ noch bin ich schuldig geworden ,denn wenn all die Menschen ins Krematorium geschleift wurden, habe ich mich in die Ecke gedrückt und habe nichts dazu gesagt, habe nicht einmal dazu geschrien."
Wenn er z.B. am 17. Januar 1946 zu den Göttinger Studenten sprach und von sich selbst sagte: "Ich bin schuldig … ich habe geschwiegen! Ich habe erst angefangen zu reden, als es um die Kirche ging. Ich weiß mich schuldig!" ... '
This translates as:

We can see that in October 1945 Martin Niemöller was already thinking the thought that developed into the quotation.
